Sebastian is a CESSRST Fellow at the City College of New York pursuing a Master’s degree in Earth System Science & Environmental Engineering. His research is on leveraging data science and GIS to create a high-resolution mapping of precipitation for urban coastal areas with New York City serving as the testbed. By leveraging historical and real-time in-situ data from autonomous weather stations across NYC alongside remotely sensed satellite and radar measurements the spatiotemporal characteristics of precipitation under varying hydrometeorological conditions can be examined. The insights generated from this research contribute to the NOAA/NWS Flood Inundation Mapping (FIM) Initiative by providing visualized information and analysis on where, when, and to what extent precipitation is reaching NYC. The mesoscale precipitation mapping from this research will aid NOAA in its efforts to provide actionable information to decision-makers such as emergency and water resource managers, stormwater management professionals, and members of the community alike.
